So, a packet of crisps (lays) is a snack to eat, while a crisp packet is something that you throw away. This is the same with a can of coke and a coke can.

βI am in charge of this department,β is much better.
When using a verb, be sure to use the gerund (+ing). I am in charge of writing this email every week.
You may also hear βwho is in charge?β, which is better than saying βwho is the responsible?β
